Don Pannell is the President and Owner of ACTA INVESTIGATIONS, merging businesses with PANNELL & PANNELL INVESTIGATIVE SERVICES as of October, 2001. Don Pannell has more than 34 years of experience in law enforcement and private investigations. ACTA serves a client base to include such clients as, Major League Baseball, The Recording Industry of America, over 100 Fortune 500 Companies, insurance companies, many of largest law firms in the United States, and numerous smaller law firms, companies and individuals. ACTA specializes in civil and criminal investigations involving worker's compensation claims, personal injury, divorce, background investigations, due diligence, internal narcotics, internal theft, theft of proprietary information, copyright infringement, counterfeit products and asset locations for attorneys, corporations, RTC, FDIC, and security consultants.

Don Pannell is the President and Founder of PANNELL & PANNELL, INC... From 1985 to the present, Don Pannell has been responsible for the entire operation of the company. PANNELL & PANNELL, INC. owns and operates ACTA INVESTIGATIONS, EAKINS INVESTIGATIVE SERVICES and PANNELL & PANNELL INVESTIGATIVE SERVICES all full service private investigation firms, conducting civil and criminal investigations. Additional PANNELL & PANNELL, INC. owns and operates PANNELL LEGAL PROCESS, a legal process services company.

Don Pannell is the founder of PANNELL LEGAL PROCESS. From 1986 to Present, Don Pannell had been responsible for the entire operation of the company, a full service legal process service company, preparing, processing and serving legal documents.

Don Pannell served as Vice-President of ACTA INVESTIGATIONS, from 1982 to 1985, and additionally worked on both criminal and civil cases, to include divorce and child custody cases. Duties of this position included all management responsibilities, i.e., meeting with clients, attending sales activities to produce new clients, acquired all of the needed licenses for personnel and corporate licensing, bonding, insurance, drafting of corporate policies and procedures, verification of bank and tax deposits, reports to clients, preparation of proposals and contracts for new accounts, positioning and hiring of personnel to include management and training of investigators and office personnel. Don Pannell was also responsible for and supervised staff with regard to accounts payable, accounts receivable, approval and processing of payroll, authorization of purchasing, employee and client complaints, final decisions on disciplinary actions for personnel, final decisions of al suspensions and/or terminations, control of expenditures, established, and a host of other lesser tasks.

Don Pannell was employed from 1975 to 1981 as a Police Officer assigned to the Patrol Division of the Houston Police Department. Don Pannell served in the Patrol Division with responsibilities for the prevention of and the investigation of all crimes in his assigned area. Don Pannell was also assigned as a Field-Training Officer responsible for training new officers. Don Pannell received the Chief of Police Commendation for outstanding dedication to duty and investigative skills. Completed 1016 hours of Police Academy programs, and received the City of Houston Mayor’s, Letter of Thanks for dedicated service.
